Arms Agency Official to Step Down From Post

PORTLAND, Me. — David F. Emery, deputy director of the Arms Control and Disarmament Agency, said Friday that he plans to step down from the post he has held for the last four years. In a letter to President Reagan, the former Maine congressman said he plans to return to private life. His resignation is scheduled to take effect by Jan. 1.
