Prime Minister Rajiv Gandhi celebrated the 40th anniversary of India’s independence from Britain with a call for an end to corruption and communal violence. His 70-minute speech from the ramparts of Delhi’s Red Fort, the bastion of Mogul emperors who preceded the British, referred repeatedly to the threat from political and religious extremism. Apparently alluding to Sikh violence in Punjab state, Gandhi urged Indians not to retaliate but to practice nonviolence.
