Mayor Tom Bradley has called for a change in Los Angeles’ bidding procedure that would force the Department of General Services to compete with private firms in bidding for contracts to renovate city offices. Bradley, in a letter to City Administrative Officer Keith Comrie, said the agency should no longer monopolize such construction contracts and proposed that competitive bids apply “to alterations and improvement work in all departments including the offices of elected officials.” The mayor’s proposal follows complaints about the high costs of remodeling City Council offices and claims that the work could have been done faster and cheaper by private contractors.
