Secretary of State George P. Shultz, charging that Congress has “brutalized the foreign affairs budget,” said two U.S. embassies in Africa will be closed as part of sweeping cost-cutting. Scheduled for closing are the embassies in Equatorial Guinea and Comoro Islands, and 13 consulates, most of them in countries with more than one U.S. consulate. Shultz also said he plans to cut back functions in several other embassies and reduce senior and mid-level positions in Washington because of the $84-million shortfall in the State Department budget.
