Guatemalan government and guerrilla representatives completed three days of talks and agreed to remain in contact but did not set a date for a new round of peace talks. In separate press conferences in Madrid, where the talks were held, the two sides said their meetings were constructive despite their failure to reach an accord to end the 25-year-old insurgency. The talks in the Spanish capital were the result of the agreement signed in August by five Central American presidents setting a Nov. 7 deadline for cease-fires aimed at settling insurgencies in Guatemala, El Salvador and Nicaragua.
