UNESCO Director General Amadou Mahtar M’Bow of Senegal lost support in his bid for an unprecedented third term as head of the organization, setting the stage for a final ballot against his Spanish rival, Federico Mayor. In a fourth secret vote by the 50-member board of the U.N. Educational, Scientific and Cultural Organization, M’Bow received 21 votes, two fewer than on the third ballot Tuesday. Mayor, a former Spanish education minister and former assistant director general of UNESCO, picked up one vote, collecting 19 in this round. Since no one got a majority in the first four ballots, officials agreed to hold the final vote between the two leading candidates Friday night.
