A federal judge has ruled that a dispute over who has financial responsibility for LTV Corp. pensions will be litigated in federal district court rather than bankruptcy court. U.S. District Court Judge Robert Sweet said the need to protect the pensioners from protracted uncertainty justifies moving the case from bankruptcy court to federal district court, both of which are in New York City.
