Cheap television programs from the United States are threatening Europe’s cultural identity, an influential media group said this week in Belgium. Members of the European Television Task Force suggested during a press conference in Brussels that there might be a case for imposing quotas on the use of U.S. programming to keep European TV more European--or at least about 65% of it. Members said more foreign programs had been used in recent years as European cable television networks have flourished, many relying heavily on low-cost American programs.
