AT&T; charged that the General Services Administration leaked AT&T;’s proposed bid for $55 million in phone-switch contracts to competitors. AT&T; made the allegation last month in a protest to the GSA Board of Contract Appeals, but it wasn’t made public until now by a GSA administrative law judge who turned down a request by the GSA to keep the allegation secret. The GSA official also turned down a request by the GSA and three regional Bell telephone companies to dismiss the charge as “untimely.”
