Illinois State U. Head Quits Over Low Level of Funding

NORMAL, Ill. — The president of Illinois State University announced his resignation Thursday, citing frustrations with the state’s commitment to funding higher education. Lloyd Watkins, 59, said that over the last decade Illinois has been tied with West Virginia for last place in funding increases for higher education.
