Tidal Wave of Public Concern Over Water Use

The simplest way to save a large amount of water with no investment, and no consequential costs, is the elimination of the unrequested service of ice water at restaurants. This eliminates the water and ice served as well as the water used for washing. Fringe benefits are reduced energy required for freezing and washing, and reduced glass costs due to breakage and wear.
This measure was inexplicably rescinded after the last bout of water rationing. Why not reinstate it permanently? Who could object to asking for water?
