Governor Will attend the National Governor’s Conference in Washington next week.
Assembly Bill Introductions: Abortions: AB 3725 by Assemblywoman Marian W. La Follette (R-Northridge) would prohibit school-based health clinics from offering abortion counseling or prescribing contraceptives to people under 18 years of age.
Earthquake Insurance: AB 3619 by Assemblyman Richard E. Floyd (D-Hawthorne) would set up a homeowners’ earthquake insurance pool to provide low-cost coverage for the cost of replacement or repair of structures and contents damaged by temblors.
Schools: AB 3800 by Assemblywoman Marian W. La Follette (R-Northridge) would appropriate $100,000 to contract for a study and plan to break up the Los Angeles Unified School District into smaller districts for efficiency and economy purposes.
Libraries: AB 3899 by Assembly Speaker Willie Brown (D-San Francisco) would provide low-interest state loans and incentive grants to needy public libraries to enable them to continue to offer basic services.
Gangs: AB 3723 by Assemblyman Richard Katz (D-Sepulveda) would require the development of community-based gang violence intervention programs for consideration and adoption by the state Board of Education.
Travel: AB 3941 by Assemblyman Rusty Areias (D-Los Banos) would require travel promoters to register with the state in order to do business in California.
Waste Disposal: AB 3817 by Assemblyman Charles Bader (R-Pomona) would require a study and development of a regional waste disposal plan for Los Angeles, Orange, Riverside and San Bernardino counties.
Raiders: AB 3770 by Assemblyman Mike Roos (D-Los Angeles) would prohibit local governments from going into debt to finance professional sports facilities without a two-thirds vote of approval by the electorate. This measure is aimed at preventing the Los Angeles Raiders professional football team from moving to a proposed new stadium in Irwindale.
Senate Bill Introductions: Sex Education: SB 2394 by Sen. Newton R. Russell (R-Glendale) would require public schools to teach students that abstinence from sexual intercourse is the only 100% effective protection against AIDS, other sexually transmitted diseases and unwanted pregnancy.
Automobile Insurance: SB 2184 by Sen. Alan Robbins (D-Van Nuys) would prohibit automobile insurance companies from refusing to insure automobiles based solely upon their age.
Earthquakes: SB 2453 by Sen. Alan Robbins (D-Van Nuys) would authorize a $1.1-billion bond issue to reinforce public buildings such as schools and auditoriums for earthquake safety.
Humane Officers: SB 2514 by Senate President Pro Tem David A. Roberti (D-Los Angeles) would require animal control officers to take training courses and register with the state.
State Dance: SB 2460 by Sen. Quentin L. Kopp (I-San Francisco) would designate the West Coast Swing Dance, a jitterbug step popular in the 1940s, as the official state dance.
Museum: SB 2283 by Sen. Quentin L. Kopp (I-San Francisco) would appropriate $850,000 in state funds to help develop a rock ‘n’ roll music museum in San Francisco.
