Faced with an estimated $172-million deficit, San Francisco Mayor Art Agnos’ staff has rejected a proposal by union leaders that would install a wage deferral for city workers instead of the proposed wage freeze. However, the union leaders planned to take their proposal to the Board of Supervisors.
