The Times and Booz-Allen & Hamilton are to be congratulated for their technology survey (“The Technology Race: The Competition Spanning the Pacific,” Feb. 21-22). Corporations that pay top executives seven-figure salaries and bonuses should look seriously at redirecting their dollars toward more effective management of their research and development funds, thereby getting “more bang for the buck.”
Blue-collar workers, pinched by foreign competition, have already begun to get the message and production managers are responding. Science and engineering managers need to do the same.
