Ralph M. Parsons Co., Pasadena, has promoted five members of its management staff to vice president. They include: Lawrence R. Burns, vice president-project controls; William J. Hargett, commercial vice president-government relations; Roland E. “Hap” Meissner III and John A. Scott, project vice presidents, and James E. Thrash, commercial vice president-military services.
