More than 3,000 Japanese marched in downtown Tokyo in the annual protest against the security treaty that allows the United States to maintain military bases on Japanese territory. Police reported 21 arrests, the largest number in a demonstration against the treaty in at least five years. The treaty, originally signed in 1952, allows the U.S. bases “for the purpose of contributing to the security of Japan and . . . the Far East.” It has been renewed on a year-to-year basis since 1970.
