Federal park sites in Washington and Arlington, Va., were approved for three new memorials. The National Capital Memorial Commission voted 7 to 0 to place the Black Revolutionary War Patriots Memorial near the Vietnam Veterans Memorial and to put the Memorial to Women in the Armed Forces outside Arlington National Cemetery. The board voted 5 to 2 to erect the Korean War Memorial near the Lincoln Memorial. The OKs were given with the stipulation that the memorials’ designs abide by size restrictions and that they be subject to discussion before the commission, officials said.
