George D. Shambeck was appointed president of Hall & Foreman Inc., a Costa Mesa-based civil engineering, land-planning and land-surveying company. He succeeds Hugh H. Foreman Jr., who is retiring but will remain a director. Before his appointment, Shambeck had been executive vice president of the company. Richard R. Doolittle, formerly vice president, succeeds Shambeck as executive vice president.
