Plans to expand the Napa Valley Wine Train’s freight operation to include passengers have been approved, despite objections from the California Public Utilities Commission and some area residents. The U.S. Interstate Commerce Commission ruled that the project does not need to undergo a state PUC-ordered environmental review before it begins passenger operation.
