The State : Honig’s Use of Funds Curbed

A Sacramento Superior Court judge issued an injunction prohibiting state schools Supt. Bill Honig and the Department of Education from spending public funds to support proposed ballot initiatives. The action followed a temporary restraining order issued in May. At that time, the Pacific Legal Foundation filed suit over a department document endorsing Proposition 71 in the June primary election. This proposition, supported by Honig, which would have revised the 1979 Gann spending limit, was rejected by the voters. A foundation spokesman said the injunction also would block Honig and the department from using public funds to campaign in favor of Proposition 98 on the November ballot, a measure that would guarantee education a fixed share of the state’s general fund expenditures.
