Credit Cards: On a 41-28 vote, passed and returned to the Senate for concurrence in amendments a bill (SB 1948) by Senate President Pro Tem David A. Roberti (D-Los Angeles) to reduce credit card fraud by requiring forms to be carbonless or not contain a separate piece of paper that readily identifies the cardholder by name or number.

Earthquakes: Passed and sent to the governor on a 55-8 vote a bill (AB 2711) by Assemblyman Dominic Cortese (D-San Jose) to authorize a $90,000 state study into last year’s Oct. 1 Whittier earthquake.

Senate

Floor Action:

Restrooms: Passed and returned to the Assembly for concurrence in amendments on a 22-11 vote a bill (AB 259) by Assemblyman Terry Friedman (D-Tarzana) to require service stations located near freeways and major highways opened after Jan. 1, 1990, to have clean restrooms available for their customers.

Worker Rights: Passed and returned to the Assembly for concurrence in amendments on a 22-9 vote a bill (AB 3787) by Assemblyman Richard Floyd (D-Hawthorne) to prohibit employers from requiring employees or job applicants to waive the right to recover damages for employment-related physical injuries or illnesses.

Highways: Passed and sent to the Assembly on a 28-4 vote a bill (SB 2712) by Sen. John Garamendi (D-Walnut Grove) to ask the voters to decide whether to increase state spending on highways by $1 billion a year above the current constitutional state spending limit.

Offshore Oil: Passed and sent to the governor on a 28-6 vote a bill (AB 284) by Assemblyman Dan Hauser (D-Arcata) to prohibit the state from leasing to the federal government for offshore oil drilling purposes any tidelands or submerged lands in Mendocino and Humboldt counties within the three-mile limit.

Fish and Game: Passed and sent to the governor on a 38-0 vote a bill (AB 3545) by Assemblyman Floyd to require the state Fish and Game Commission to rewrite its existing regulations in easy-to-understand English by Jan. 1, 1992.

Committee Action:

Gangs: The Judiciary Committee approved a bill (AB 4029) by Assemblyman Gerald Felando (R-San Pedro) to create a special organized-crime strike force to help local law enforcement agencies crack down on street gangs. Los Angeles County would be in line for $2 million out of a $5.6-million appropriation. An 8-1 vote sent the bill to the Appropriations Committee.
