South African police seized a tape recording of a sermon in which black Archbishop Desmond M. Tutu called for a boycott of next month’s municipal elections, a spokesman for Tutu said. Calls for an election boycott are outlawed under South Africa’s 27-month-old state of emergency, and violators face penalties of up to 10 years in prison or fines of up to $8,000. Spokesman John Allen said he gave the recording to two police officers who arrived at Tutu’s official residence in Cape Town with a search warrant. The Anglican prelate made his call to a packed congregation in Cape Town’s St. George’s Cathedral on Sunday.
