Costa Rican President Oscar Arias Sanchez said his Central American peace initiative is running out of time, but he rejected calls for an international peacekeeping force in the region. Arias said he sees little chance for new peace talks before the U.S. presidential election. He also rejected calls by both the Nicaraguan government and the Contras to put an international peacekeeping force on the border between Honduras and Nicaragua to separate the feuding sides. Arias made his remarks in Coral Gables, Fla., where he announced the creation of a private peace foundation with the $400,000 he won last year along with the Nobel Peace Prize.
