Larry D. Hartman has been named to the new position of vice president of business development and administration for Quality Home Insulation, Irvine, a subsidiary of Commodore Environmental Services Inc. Previously, Hartman was vice president of operations. Succeeding him in that position is Jon M. Wainwright. Before joining the company, Wainwright was construction manager with McDevitt & Street Contractors, and before that, a project manager with Edward J. DeBartolo Inc.
