The Florida Supreme Court ordered the state to withhold certification of a congressional race that 10-term Rep. Bill Chappell Jr. (D-Fla.) had lost in a recount to a political newcomer. Chappell was seeking to have the Florida Elections Canvassing Commission invalidate nearly 11,000 votes cast in his home district of Flagler County because they were filed late. The court ordered the delay until noon Wednesday to allow time to consider the request. Republican Craig T. James of DeLand had been certified as the winner of the 4th Congressional District race. James won in a recount by 732 votes in results certified by Gov. Bob Martinez and two Cabinet members.
