The California secretary of state’s office released final vote figures, including all absentee ballots, on Proposition 103, the landmark insurance initiative approved by the electorate Nov. 8. They showed that the initiative’s slim margin increased by about 20,000 votes when the absentee count was completed. The final tally was 4,853,238 yes votes, or 51.17%, and 4,630,658 no votes, or 48.83%. The measure, supported by consumer advocate Ralph Nader, carried in only eight counties, Los Angeles, Orange, San Francisco, Alameda, San Mateo, Santa Clara, Marin and Solano, while losing in the other 50.
