I cannot believe that many of the people complaining about the surtax understand the benefits and the financing. As for the surcharge in 1989, a couple paying about $1,500 in income tax will just pay the cost of their benefits. Everyone below this level is paying less than the cost of their benefits.
This income-related surcharge is just about as easy and as equitable as Congress and the Reagan Administration could have produced.
