French President Francois Mitterrand’s governing Socialists emerged the big winners in the second round of municipal elections, winning control of several large cities from the conservative and center-right parties. Conservative bastions such as Strasbourg, Mulhouse, Brest, Dunkirk, Orleans and Avignon fell into Socialist hands. Frequently, voters in city elections indirectly criticize the national government, but this year results seemed to confirm the leftist trend that reelected Mitterrand last spring and gave him a leftist majority in the National Assembly.
