The Basque Herri Batasuna party, widely viewed in Spain as the political arm of the Basque Homeland and Freedom (ETA) guerrilla group, warned that a two-month-old cease-fire that expired at midnight might not be extended. The truce, the first declared unilaterally by ETA in its bloody 21-year struggle for Basque independence, was called while the guerrillas held talks with the Spanish government in Algiers. The progress and content of those talks have remained secret. Herri Batasuna spokesman Jon Idigoras said the truce would be extended only if the government agreed to a second round of talks.
