Afghan President Najibullah offered a dozen guerrilla field commanders full autonomy in their regions if they stop fighting the government and help end the decade-long civil war. In a major policy reversal, Najibullah also appealed for help in restoring peace to Mohammed Zahir Shah, 74, the former king who has been living in exile in Rome since he was overthrown by his cousin, Mohammed Daoud, in 1973. The Communist People’s Democratic Party killed Daoud and seized power in an April, 1978, coup.
