Sub-Cabinet Choices Told

WASHINGTON — President Bush said Monday that he intends to nominate Edward Stringer as general counsel of the Education Department and Constance Harriman as an assistant Interior secretary. Since 1980, Stringer has held various posts at the Pillsbury Co., and Harriman has been an associate in a Washington law firm since 1987.
