Two California musicians are among the American folk artists named as National Heritage fellows by the National Endowment for the Arts. Jose Gutierrez of Norwalk, a Mexican jarocho player, and Richard Hagopian of Visalia, an Armenian oud player, will each receive $5,000 fellowships and be honored during two days of ceremonies in late September in Washington. The other honorees include celebrated banjo player Earl Scruggs, a German-American concertina maker from Minnesota and an elderly quilter from Missouri. The 1989 fellows were selected from 188 folk artists nominated by a panel of their peers.
