Dispute Over TV Borders: The 12 European Community countries failed to give their final agreement on regulations directing their future single market for television programs. At least five countries, including West Germany, Holland and Belgium, disagreed with the so-called television-without-borders directive that was being submitted for final adoption. A new discussion of the project was scheduled for next month. The opposition developed among European artists and producers against what they claimed was a door wide open to “the invasion of American and Japanese TV programs.”
