No Progress Seen in Indo-Pakistan Talks on Glacier Dispute

SKARDU, Pakistan — India and Pakistan have failed to make any headway in talks aimed at settling their dispute over a bleak Himalayan glacier, Pakistani Prime Minister Benazir Bhutto said Monday.
She told reporters during a visit to the front line on the Siachen Glacier--the world’s highest battlefield at 16,500 feet--that Pakistani troops were dug in for another winter.
“There has been a delay in the negotiations,” she said. “We were hoping that some progress would be made before the winter snow, but unfortunately that has not happened. As you can see, everybody here is quite dug in for another winter.”
The two countries began talks in June on disengagement of their forces from the glacier, where their soldiers have fought sporadically since 1984.
