BOSTON — John Silber, the president of Boston University for 19 years, declared his candidacy Wednesday for the Democratic gubernatorial nomination in Massachusetts, saying his role as a political outsider is an asset. Silber, 63, becomes the fourth candidate to seek the Democratic endorsement.
