The Dalai Lama said that China’s lifting of martial law in his homeland was a “public relations exercise.” He called for a fundamental change in the way Chinese leaders view Tibet. Martial law was imposed in the capital of Lhasa a year ago after anti-Chinese rioting left as many as 30 dead. The exiled Dalai Lama has called for an autonomous Tibet where Beijing would still control defense and foreign relations.
