Rep. Donald E. Lukens (R-Ohio), fighting for reelection in this week’s primary under the cloud of a sex-related conviction, has been certified as delinquent by the Ohio Department of Taxation, a newspaper reported. The tax department certified a personal income tax delinquency of $1,514, including penalty and interest, against Lukens last month, the Columbus Dispatch said.
