STATE PROPOSITIONS: THE EFFECT IN ORANGE COUNTY

Proposition: 107--Housing and Homeless Bonds Statewide Vote: Yes: 52.5% No: 47.5% Orange County Vote: Yes: 45.3% No: 54.7% Orange County Impact: Yet to be determined. Authorizes sale of $150 million statewide for rental help, aid to low-income home buyers and money for homeless shelters. Proposition: 108--Passenger Rail and Clean Air Bond Act Statewide Vote: Yes: 56.2% No: 43.8% Orange County Vote: Yes: 51.0% No: 49.0% Orange County Impact: Orange County eligible for up to $149 million for such rail improvements as double tracking and purchase of right of way, and funding for commuter rail. Proposition: 109--Governor’s Review of Legislation Statewide Vote: Yes: 55.2% No: 44.8% Orange County Vote: Yes: 57.0% No: 43.0% Orange County Impact: Same as elsewhere in state. Governor given 29 additional days to sign bills at end of the first year of the legislative session. Proposition: 110--Property Tax Exemption for Disabled Statewide Vote: Yes: 80% No: 20% Orange County Vote: Yes: 80.5% No: 19.5% Orange County Impact: Same as elsewhere in state. Severely disabled homeowners who move within a county may retain lower assessed value of previous home. Proposition: 111--Gas Tax and Spending Limit Statewide Vote: Yes: 52.4% No: 47.6% Orange County Vote: Yes: 48.4% No: 51.6% Orange County Impact: More than $1 billion expected to flow to county over next decade for variety of highway projects, among them freeway widening and construction of car-pool lanes. Proposition: 112--Ethics Standards, Salary Commission for State Officials Statewide Vote: Yes: 62.4% No: 37.6% Orange County Vote: Yes: 57.6% No: 42.4% Orange County Impact: Same as elsewhere in state. Bans outside speaking fees for state elected officials and restricts gifts and lobbying. Proposition: 113--Practice of Chiropractic Statewide Vote: Yes: 81.6% No: 18.4% Orange County Vote: Yes: 78.2% No: 21.8% Orange County Impact: Same as elsewhere in state. Raises maximum fine from $200 to $700 for violations of chiropractic law, hikes maximum jail term from 90 days to six months. Proposition: 114--Murder of a Peace Officer Statewide Vote: Yes: 70.9% No: 29.1% Orange County Vote: Yes: 70.6% No: 29.4% Orange County Impact: Same as elsewhere in state. Clarifies and expands categories of peace officers, the murder of whom is a special circumstance under the 1978 death penalty initiative. Proposition: 115--Criminal Law Statewide Vote: Yes: 56.9% No: 43.1% Orange County Vote: Yes: 63.7% No: 36.3% Orange County Impact: Same as elsewhere in state. Gives criminal defendants same rights as granted under federal Constitution, imposes reforms to speed criminal proceedings, expands death penalty. Proposition: 116--Rail Transportation Bond Statewide Vote: Yes: 53.2% No: 46.8% Orange County Vote: Yes: 48.5% No: 51.5% Orange County Impact: Provides $125 million for Irvine monorail. County eligible for $109 million for commuter rail, including new link between Riverside and Orange County. Proposition: 117--Wildlife Protection Statewide Vote: Yes: 52.5% No: 47.5% Orange County Vote: Yes: 53.4% No: 46.6% Orange County Impact: Puts the county in line for some of the $30 million a year for buying conservation habitat. Also cements protections against hunting mountain lions in county. Proposition: 118--Redistricting, Legislative Ethics Statewide Vote: Yes: 32.8% No: 67.2% Orange County Vote: Yes: 43.0% No: 57.0% Orange County Impact: District lines might have changed, but conservative Orange County would have been little affected by this Republican-inspired initiative. Proposition: 119--Redistricting Statewide Vote: Yes: 35.8% No: 64.2% Orange County Vote: Yes: 42.6% No: 57.4% Orange County Impact: Like its companion measure, Proposition 118, would have had little impact on the political makeup of Republican-dominated Orange County. Proposition: 120--Prison Construction Bonds Statewide Vote: Yes: 55.8% No: 44.2% Orange County Vote: Yes: 56.8% No: 43.2% Orange County Impact: Authorizes $450 million to build new state prisons, but none of the money is destined for work in Orange County. Proposition: 121--$450-Million Higher Education Facilities Bond Statewide Vote: Yes: 55.1% No: 44.9% Orange County Vote: Yes: 47.5% No: 52.5% Orange County Impact: More than $38 million expected to flow to colleges in the county, including $21.7 million for UC Irvine and $6.3 million for Irvine Valley College. Proposition: 122--$300-Million Earthquake Bond Statewide Vote: Yes: 55.0% No: 45.0% Orange County Vote: Yes: 49.2% No: 50.8% Orange County Impact: Yet to be determined how much money will come to Orange County to retrofit state buildings to make them earthquake safe. Proposition: 123--$800-Million School Facilities Bond Statewide Vote: Yes: 57.6% No: 42.4% Orange County Vote: Yes: 48.6% No: 51.4% Orange County Impact: Several local school districts in line for money, but it remains unclear how much money will flow to Orange County. Decision expected later this month.
