The top minor league system for the NHL, the IHL also includes Phoenix; Salt Lake City; Kansas City, Mo.; Peoria, Ill.; Milwaukee; Indianapolis; Ft. Wayne, Ind.; and three franchises in Michigan--Muskegon, Kalamazoo and Flint.
