WORLD IN BRIEF : PANAMA : U.S. General Bids Farewell to Troops

Maj. Gen. Marc Cisneros, one of the main architects of the U.S. invasion of Panama last December, bade his troops farewell at a ceremony marking his departure as chief of Panama-based U.S. Army South. Cisneros will become deputy commander of U.S. Army III Corps at Ft. Hood, Tex. “His greatest service was to the people of Panama,” said Gen. Maxwell Thurman, chief of the U.S. Southern Command, at a ceremony at Ft. Clayton, a U.S. Army base 5 miles north of Panama City. Cisneros, 50, will be replaced in Panama by Brig. Gen. William Hartzog.
