Joan Whitney Kramer, 76, a singer and songwriter whose melodies include “High on a Windy Hill,” “Candy,” “It All Comes Back to Me Now,” and “It’s Love, Love, Love.” Born Zoe Parenteau, she sang on Broadway for two seasons in “The Great Waltz,” and appeared with the Leo Reisman and Will Osbourne bands. In Westport, Conn., on July 12 of complications of Alzheimer’s disease.
