World IN BRIEF : SRI LANKA : Tamil Tigers Offer New Year’s Truce

A Tamil Tigers spokesman said the group will “offer a unilateral cease-fire to mark the new year,” beginning midnight Dec. 31 and possibly lasting two or three days. But he demanded that army troops in northern and easter districts be confined to barracks during the truce.
