Police, alarmed by a holiday wave of violence that left at least 22 dead and hundreds injured, announced plans to start South Africa’s most sweeping anti-crime campaign in years. Officials declined to give details, saying the crackdown is still under discussion by Law and Order Minister Adriaan Vlok and his generals.
