FEWER HARD HEADS: Motorcycle deaths, both in Orange County and statewide, keep going down, even without a helmet law, and officials cite better public awareness. One example: Since 1988, those under 21 who seek a motorcycle license have had to take a motorcycle safety course first. . . . “Kids like to go fast,” says CHP Orange County spokesman Rick Pena. “Now their parents are much more aware of the dangers.” But one problem: Riders without helmets still make up the vast majority of deaths.
