CAMARILLO : Firm to Help Water Board Fill Position

Despite concerns that the fee was too high, Camrosa Water District directors have decided to spend up to $21,500 to hire a headhunter to recruit a new general manager.
The five directors, all of whom are new to the board, voted 4-0 last week, with Director Tad T. Mattock abstaining, to hire Norman Roberts & Associates Inc., a Los Angeles-based headhunting firm.
The firm charges a flat $15,000 fee to search for suitable candidates and $6,500 for expenses incurred during a 90-day nationwide search.
The firm’s consultants will begin immediately by questioning each district director separately and then interviewing the board as a group to determine what qualifications are needed, Director Jeffrey C. Brown said.
General Manager Gina Manchester, who has worked in the district since 1982, resigned last month, effective March 18. She earns $74,000 a year.
Mattock urged the board to interview the two people who have applied for Manchester’s job before deciding whether to pay a fee that several directors agreed was steep.
But Brown contended that the board is running out of time.
“I think we need to jump on this and get moving,” he said.
