Lockheed Will Defer New Construction: The aerospace firm said it will put off a $60-million office building in Palmdale for its Skunk Works unit, citing uncertainties in future defense budgets. The company said the decision will not change its plan to move virtually all its 4,600 employees from Burbank to Palmdale by the end of 1993. The company is proceeding with putting up several smaller buildings and will house other employees in leased and temporary facilities in Palmdale.
