Industries Trading Smog

The South Coast Air Quality Management District’s program of “marketable credits” (allowing industries to buy credits so they can pollute the air) should be adopted by the state of California for use by motorists on the freeways.
For instance, I could find two people who never drive the freeways over 45 m.p.h., 10 miles per hour under the speed limit of 55 m.p.h. Then I could buy the unused 20 m.p.h. and drive at 75 m.p.h.
It makes as much sense as selling pollution of the air.
