HELSINKI : For Friendlier Skies

Officials of the 48-member Conference on Security and Cooperation in Europe will begin a three-day meeting today with the most important order of business being the ratification of an “Open Skies” treaty.
Diplomats say the accord, which was reached late last week in Vienna, will allow reconnaissance flights over three continents. The overflights are intended to permit better verification of arms accords.
The accord, which take effect in 1993, is the first arms-control agreement that will cover North America, Europe and the former Soviet Union.
