DOCTOR, NO: Supervisor Thomas F. Riley, at 79, knows about doctors. He suffers from emphysema and diabetes, and last year had quadruple bypass heart surgery. He’d just gotten out of the hospital Sunday after a five-day stay for bronchitis. His doctor told him he must take time off and rest. . . . But there he was Tuesday, back in his seat for the board meeting. Riley explains: “The public only sees me those times when I’m sitting down with the board. Besides, it keeps me going.”
