DOUBLE PAIN: It looks like some taxpayers will have double troubles. Last Friday was the deadline for property owners to make their second quarterly payments for 1992. If tradition holds, nearly 7% either forgot it or couldn’t pay on time. . . . “I really believe with this recession, some people just didn’t have the money,” says county Treasurer Robert L. Citron.
